Virginia Whorley advises charitable, advocacy, and political organizations, labor unions, and other firm clients on corporate governance, campaign finance, lobbying, government ethics, and tax matters across federal, state, and local jurisdictions.
Prior to joining the firm, Virginia practiced in the Political Law Group at Perkins Coie LLP, where she counseled corporations, trade associations, political committees, and tax-exempt organizations on corporate political activity and campaign finance compliance, advised on the formation and governance of tax-exempt organizations, and drafted materials for matters before the Federal Election Commission. She also contributed to the Sixth Edition of The Lobbying Manual: A Complete Guide to Federal Lobbying Law and Practice.
While attending the University of Virginia School of Law, Virginia clerked for former Commissioner Ellen L. Weintraub at the Federal Election Commission, where she drafted Statements of Reason in enforcement matters and advisory opinion proceedings. She also completed an externship with the AFL-CIO’s General Counsel’s Office during the 2020 presidential campaign and interned with the Voting Rights Project at the Lawyers’ Committee for Civil Rights Under Law. Virginia served as Lead Submissions Editor for the Virginia Journal of Law & Politics and was an inaugural recipient of the Democracy Summer Fellowship Award for her work at the FEC.
Virginia is deeply familiar with the labor movement. In addition to her externship at the AFL-CIO, she spent four years with the Political Action Department at AFSCME before law school, where she oversaw non-federal campaign finance and lobbying compliance, including state PAC formation, lobbyist registration, and reporting.
